This printed notice of the Board of Directors of the New Orleans Public Schools was prepaid and handled entirely within the carrier service for a fee of one cent. The green color of these handstamps was used exclusively by the "N.O.U.S. CITY POST" at this time. The snow-shovel marking is dated "MAY 14" with "3.P.M" indicating the hour of the delivery.
